2.64.090 Duties.

          The duties and responsibilities of the Commission shall include the following:

          1.   The Commission shall be responsible for promulgating policies, rules, forms or regulations found necessary to effectuate, implement and enforce the provision of Title 17 Rent Stabilization. Regulations, policies and rules promulgated by the Commission shall become final forty-five days after recommendation to the Council unless rejected, modified or sooner approved by the Council. Fees shall be established by resolution of the City Council.

          2.   The Commission shall hear all appeals of decisions by a hearing examiner.

          3.   The Commission shall submit an annual written report to the City Council describing its activities taken pursuant to the provisions of this chapter.

          4.   The Commission shall evaluate and make recommendations to the City Council relative to the city’s rent stabilization policies.
