11.28.010 Adoption of Oregon Fire Code

        A.    The Oregon Fire Code (OFC), as adopted by OAR 837-040-0010 (2022) and its Appendices B, C, D, F, H, I, K (for buildings constructed prior to a state building code), N, Q, R, S, and T, are hereby adopted and shall be enforceable in the city except as provided in HMC 11.28.010(D).

        B.    The following terms, when used in the OFC, have the following meanings in the HFC unless the context requires otherwise:

        1.     FIRE CODE OFFICIAL, the fire chief or other designated authority charged with the administration and enforcement of the code, or a duly authorized representative;

        2.     CORPORATION COUNSEL, the attorney; and

        3.     JURISDICTION, the city.

        C.    A copy of the OFC as well as such other rules as may be adopted by the fire code official pursuant to HMC 11.28.020(E) and (F), will be kept on file with the fire code official, and is also available for public inspection at the recorder’s office.

        D.    The following provisions of the OFC are hereby amended:

        1.     §503.2.4 Turning radius;

        2.     §505.1 Address identification;

        3.     §506.1.1 Locks;

        4.     §507.5.1 Fire hydrant systems—where required;

        5.     §507.5.1.1 Hydrant for standpipe systems;

        6.     §901.6.3 Records;

        7.     §905.4 Location of Class I standpipe hose connections;

        8.     §912.2.2 Existing buildings;

        9.     §912.4.1 Locking fire department connection caps;

        10.   §5704.2.9.6.1 Locations where above-ground tanks are prohibited;

        11.   §5706.2.4.4 Locations where above-ground tanks are prohibited;

        12.   §Table B105.1(1) Required fire flow for one- and two-family dwellings, Group R-3 and R-4 buildings and townhouses;

        13.   §Table B105.2 Required fire flow for buildings other than one- and two-family dwellings, Group R-3 and R-4 buildings and townhouses;

        14.   §C101.1 Scope;

        15.   §D101.1 Scope;

        16.   §D103.3 Turning radius;

        17.   §D103.5 Fire apparatus access road gates; and

        18.   §D103.6 Signs.

        E.     The following provisions of the OFC are amended, adopted and applicable within the city as follows:

        1.     §503.2.4 Turning radius. The required turning radius of a fire apparatus access road shall be determined by modeling the turning movements using computer modeling software unless otherwise approved by the fire code official.

        2.     §503.6.1 Gate Operation. Automatic gates across fire apparatus access roadways shall:

        a.     Be equipped with an Opticom Infrared System or Knox Key-Switch to activate the gate and override all command functions; and

        b.     Have a battery back-up or manual mechanical disconnect readily accessible to emergency personnel in case of power failure.

        3.     §505.1 Address identification. All buildings shall have address numbers, building numbers or other approved building identification placed so as to be plainly legible from the street or road fronting the property so as to conform with HMC 11.28.010(E)(3)(a).

        a.     Except as set forth in HMC 11.28.010(E)(3)(b), building identification shall be:

        i.      Made so as to contrast with its background;

        ii.     Composed of Arabic numbers or alphabetical letters; and

        iii.    A minimum of six inches tall with a minimum stroke width of one inch positioned at a minimum of 80 inches above grade.

        b.     Address identification exceptions.

        i.      A building more than 50 feet from the public way shall have identification at least 12 inches tall with a minimum stroke width of two inches.

        ii.     A building with multiple assigned address identifications shall place the range on the building and the identification shall be a minimum of 12 inches tall with a minimum stroke width of two inches.

        iii.    When approved by the fire code official, Group R, Division 3 occupancies may decrease number dimensions to a minimum of four inches tall with a minimum of a one-half inch stroke.

        4.     §505.1.1 Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign shall be used to identify the structure. Address identification shall be maintained. When the monument sign serves multiple addresses or buildings, the height and stroke of the number dimensions shall be determined by the fire code official.

        5.     §505.1.2 Address Illumination. Addressing shall be internally or externally illuminated at night in all new buildings at an intensity of at least 5.0 foot-candles.

        6.     §505.1.3 Addressing and Premise Identification Standard. In addition to the requirements of Section 505, addressing and premise identification shall be provided in accordance with the FPD Addressing and Premise Identification Standard.

        7.     §506.1.1 Locks. A Knox Padlock shall be installed on gates or similar barriers when required by the fire code official.

        8.     §506.1.3 Hazardous Materials Management Plan Box. When a facility is required to have a Hazardous Materials Inventory Statement (HMIS), the fire code official may require installation of a Knox Cabinet or similar at the facility’s primary entrance or fire control room containing a current inventory of all hazardous materials stored or used within the facility.

        9.     §507.5.1 Fire hydrant system—where required. Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than 400 feet from a hydrant on a fire apparatus access road, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains shall be provided where required by the fire code official. Hydrants shall be located at least 40 feet from the building being protected, unless otherwise approved by the fire code official.

        Exception: For Group R-3 and Group U occupancies, the distance requirement shall be 600 feet.

        10.   §507.5.1.1 Hydrant for fire department connections. Buildings requiring a fire department connection installed in accordance with OFC Section 903 or 905 shall have a fire hydrant within 100 feet of a fire department connection. The hydrant shall be a public hydrant or private hydrant that is isolated from the fire department connection to prevent circular water flow.

        Exception: The distance shall be permitted to exceed 100 feet where approved by the fire code official.

        11.   §509.3 Access to fire protection system controls. Controls for fire protection systems serving more than one tenant in a multi-tenant building shall be accessible from a common area without passing through a tenant space.

        12.   §901.6.3 Records. Records of system inspections, tests and maintenance required by the referenced standards shall be maintained and a copy delivered to the city fire department.

        13.   §901.6.3.2 The fire protection contractor providing the inspection, testing or maintenance, shall forward a copy of the report to the city fire department within 30 days from the service date in a manner approved by the fire code official. If the initial inspection results in deficiencies that are subsequently repaired within the first 30 days, the initial and follow up reports may be submitted as one report.

        14.   §901.6.4 System Maintenance. The fire code official shall be notified in writing within 72 hours by persons repairing, testing, servicing, or maintaining sprinkler systems, fire hydrant systems, standpipes, fire alarm systems, portable fire extinguishers, smoke and heat ventilators, smoke removal systems, emergency responder radio coverage systems, and other fire protection or extinguishing systems in the event a noncompliant condition per OFC Appendix I or a critical deficiency as defined by NFPA 25 is found.

        15.   905.4 Location of Class I standpipe hose connections. Class I standpipe hose connections shall be provided in all of the following locations:

        a.     In every required interior exit stairway, a hose connection shall be provided for each story above and below grade plane. Hose connections shall be located at the intermediate floor landing unless otherwise approved by the fire code official.

        Exception: A single hose connection shall be permitted to be installed in the open corridor or open breezeway between open stairs that are not greater than 75 feet apart.

        b.     On each side of the wall adjacent to the exit opening of a horizontal exit.

        Exception: Where floor areas adjacent to a horizontal exit are reachable from an interior exit stairway hose connection by a 30-foot hose stream from a nozzle attached to 100 feet of hose, a hose connection shall not be required at the horizontal exit.

        c.     In every exit passageway, at the entrance from the exit passageway to other areas of a building.

        Exception: Where floor areas adjacent to an exit passageway are reachable from an interior exit stairway hose connection by a 30-foot hose stream from a nozzle attached to 100 feet of hose, a hose connection shall not be required at the entrance from the exit passageway to other areas of the building.

        d.     In covered mall buildings, adjacent to each exterior public entrance to the mall and adjacent to each entrance from an exit passageway or exit corridor to the mall. In open mall buildings, adjacent to each public entrance to the mall at the perimeter line and adjacent to each entrance from an exit passageway or exit corridor to the mall.

        e.     Where the roof has a slope less than four units vertical in 12 units horizontal (33.3-percent slope), a hose connection shall be located to serve the roof or at the highest landing of an interior exit stairway with access to the roof provided in accordance with Section 1011.12.

        f.      Where the most remote portion of a nonsprinklered floor or story is more than 150 from a hose connection or the most remote portion of a sprinklered floor or story is more than 200 feet from a hose connection, the building official is authorized to require that additional hose connection be provide in approved locations.

        16.   912.2.2 A fire department connection shall be installed not less than 40 feet from the building served unless otherwise approved by the fire code official.

        Exception: For buildings less than 40 feet in height, a fire department connection shall be permitted to be installed closer than 40 feet but at least as far from the building as the height of the wall facing the fire department connection.

        17.   912.2.3 Existing buildings. On existing buildings, wherever the fire department connection is not visible to approaching fire apparatus, the fire department connection shall be indicated by an approved sign mounted on the street front or on the side of the building. Such sign shall have the letters “FDC” not less than six inches high or an arrow to indicate the location. Such signs shall be subject to the approval of the fire code official.

        18.   §912.4.1 Locking fire department connection caps. All new and replacement fire department connection caps shall be Knox FDC Caps.

        19.   §5704.2.9.6.1 Locations where above-ground tanks are prohibited. Storage of Class I and II liquids in above-ground tanks greater than 500 gallons outside of buildings is prohibited except when specifically authorized by the fire code official in areas where industrially zoned or designated property:

        a.     Abuts residentially zoned or designated property, in which case aboveground storage tanks will not be permitted within 150 feet of said residential property; or

        b.     Is between 150 and 500 feet from residentially zoned or designated property, in which case the fire code official may require additional measures including, setbacks, clearances, tank size limits, and additional detection and alarm systems.

        20.   §5706.2.4.4 Locations where above-ground tanks are prohibited. Storage of Class I and

II liquids in above-ground tanks greater than 500 gallons outside of buildings is prohibited except when specifically authorized by the fire code official in areas where industrially zoned or designated property:

        a.     Abuts residentially zoned or designated property, in which case aboveground storage tanks will not be permitted within 150 feet of said residential property; or

        b.     Is between 150 and 500 feet from residentially zoned or designated property, in which case the fire code official may require additional measures including, setbacks, clearances, tank size limits, and additional detection and alarm systems.

a.     The reduced fire flow shall be not less than 1,500 gallons per minute.

 

        22.   C101.1 Scope. In addition to the requirements of Section 507.5.1, fire hydrants shall be provided in accordance with this appendix and the FPD Fire Department Water Supply Standard for the protection of buildings, or potions of buildings hereafter constructed or moved into the jurisdiction.

        23.   §Table C102.1 b. Hydrants on both sides of a street. Hydrants shall be required on both sides of the public streets with an average spacing of 500 feet on each side of the street and be arranged on an alternating basis whenever one or more of the following conditions exist:

        a.     Streets have median center dividers that make access to hydrants difficult, cause time delay, or create undue hazard.

        b.     When there are four or more lanes of traffic.

        c.     The existing street will be widened or have a median center divider in the future, pursuant to the city Transportation System Plan.

        d.     Any street designated as an arterial route by the city.

        24.   §D101.1 Scope. Fire apparatus access roads shall be in accordance with this appendix, all other applicable requirements of the International Fire Code, and the FPD Fire Department Access Standard. The fire code official may be guided by the Oregon Department of Land and Conservation and Development’s Neighborhood Street Design Guidelines, June 2001.

        25.   §D103.3 Turning radius. The required turning radius of a fire apparatus access road shall be determined by modeling the turning movements using computer modeling software unless otherwise approved by the fire code official.

        26.   §D103.5 Fire apparatus access road gates. Gates securing the fire apparatus access roads shall comply with all of the following criteria:

        a.     Where a single gate is provided, the gate width shall be 20 feet. Where a fire apparatus road consists of a divided roadway, the gate width shall be not less than 12 feet.

        b.     Gates shall be of the swinging or sliding type.

        c.     Construction of gates shall be of materials that allow manual operation by one person.

        d.     Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective.

        e.     Electric gates shall be equipped with an Opticom Infrared System or Knox Key-Switch to activate the gate and override all command functions and have a battery back-up or manual mechanical disconnect readily accessible to emergency personnel in case of power failure.

        f.      Manual opening gates shall not be locked with a padlock unless the padlock is a Knox Padlock.

        g.     Methods of locking shall be submitted for approval by the fire code official.

        h.     Electric gate operators, where provided, shall be listed in accordance with UL 325.

        i.      Gates intended for automatic operation shall be designed, constructed and installed to comply with the requirements of ASTM F2200.

        27.   §D103.6 Signs. Where required by the fire code official, fire apparatus access roads shall be marked with permanent NO PARKING FIRE LANE TOW AWAY ZONE HMC 11-28-10 signs complying with Figure D103.6 and the Manual of Uniform Traffic Control Devices. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background. The word “NO” shall be presented in a reverse color arrangement in the upper left-hand corner. Signs shall be posted on one or both sides of the fire apparatus road as required by Section D103.6.1 or D103.6.2. Additional signage may be required as needed. See Figure D103.6.

        29.   §D103.6.3 Curb Signage. When curbs are present, fire lanes shall be painted bright red with white letters. The stroke shall be one inch with letters six inches high to read: NO PARKING FIRE LANE every 25 feet.

        Exception: Curb heights less than six inches may have reduced letter sizes for the vertical signage on the curb, but shall not be less than four inches. (Ord. 6458 § 1, 2023; Ord. 6427 § 1, 2022; Ord. 6327 § 1, 2020; Ord. 6089 § 1, 2014)
