8.12.030 General parking prohibitions

        A.    Motor vehicles may not stand unattended in a public place, car sales lot or parking lot without the brakes being fully and effectively set, the engine stopped, the key removed, the ignition locked and, when standing upon a grade, the wheels turned to the curb side of the street.

        B.    Where a city-authorized sign or stripes or other marking is painted upon the pavement, all motor vehicles must be parked with the front towards the curb to the angle of and between the painted stripes, other marking upon the pavement or as directed by the sign.

        C.    It is unlawful to park a motor vehicle, with or without a trailer and including all accessories and attachments, with a total overall length greater than 20 feet in the city where it is marked under HMC 8.12.030(B).

        D.    A vehicle that cannot, by virtue of its dimensions, be parked in conformance with the applicable restrictions must be parked outside the restricted parking areas in a manner that does not otherwise impede or interfere with traffic.

        E.     General parking restrictions apply, and are enforceable by the city between the hours of 8 a.m. and 6 p.m., Monday through Saturday unless otherwise stated on the face of the sign. These parking restrictions do not apply on Sundays, New Year’s Day, Memorial Day, the Fourth of July, Labor Day, Thanksgiving, Christmas, and other legal holidays designated by state law.

        F.     In addition to other parking restrictions in the code, no person may park a vehicle:

        1.     Upon a bridge, viaduct or other elevated building used as a street unless allowed by law;

        2.     In an alley except to load or unload persons or cargo and with a time limit of 30 minutes;

        3.     Upon a street for the principle purpose of:

        a.     Displaying such vehicle for sale;

        b.     Washing, greasing or repairing such vehicle except for emergency repairs;

        c.     Displaying advertising from such vehicle;

        d.     Selling merchandise from such vehicle except in duly established and city authorized marketplaces; or

        e.     Remaining in place for more than 72 consecutive hours;

        4.     Upon a parkway except where specifically authorized;

        5.     Along a street with any wheels on or over the curb, or any curbside wheels further than 18 inches from the outside edge of the curb;

        6.     On a street such that the front of the vehicle faces oncoming traffic;

        7.     Within an intersection;

        8.     Within 20 feet of a cross walk or pedestrian lane;

        9.     Within 15 feet of a driveway entrance to a fire station;

        10.   Within 10 feet of a fire hydrant;

        11.   In front of a private driveway without the permission of the property owner;

        12.   Between a curb and the adjacent sidewalk, safety zone or island;

        13.   Within 30 feet of or at the curb immediately opposite a safety zone or island unless a different distance is specifically allowed;

        14.   Beside or opposite a street excavation or obstruction when stopping, standing, or parking would obstruct traffic;

        15.   On the roadway side of a vehicle stopped or parked at the curb;

        16.   Where official signs or pavement markings prohibit parking or stopping;

        17.   Within a designated bicycle lane;

        18.   Within a traffic lane; or

        19.   Where federal or state law prohibits parking or stopping;

        20.   A parking prohibition within 11 feet (22 feet total) of a public and private curbside cluster mailbox during the hours of 8 a.m. and 6 p.m. on all days except Sundays and federal holidays;

        21.   On public land or on a street if the vehicle is not displaying valid vehicle registration as required by state law;

        22.   On a street if a registration plate is not displayed on the front and the rear of the vehicle as required by state law. (Ord. 6332 § 2, 2020; Ord. 6237 § 1, 2017)
